What are the ways ahead?
Who has to pay the development fee? What is happening in other societies and the other layouts sold by this society? The price fixed by the Society includes the cost of development of the bare land into layout, development fee to be paid to the local body, other expenses incurred by the society and their profit. So, the development fee for this layout has already been loaded into the price and collected by the society from the members. When that is the case, where is the need for asking the members to pay it once again?
The contention of the society is that the development fee was not communicated by the local body for a long time and they have now charged at the current market value of the property. But is it a reasonable answer? The society has undertaken to pay the taxes, fees etc. due to the government in respect of the plots of the layout in the sale deed, upto the point of allotment/sale of plots. The development work should have been undertaken by the society well before the plots have been alloted to the members. Therefore, the due arise well before the allotment of plot and registration of the sale deed. In such case, who is liable to pay the development fee?
The reason attributed by the society that they cannot afford paying the development fee now is not fair, just and not acceptable. In any transaction, one may make profit and at times may also incur loss. One cannot go back on the agreement just because they need to pay up some due and with that may incur some loss on the transaction.
The society has sold 483 plots of various sizes in the layout. The total area of the plots would be approximately 425 x 2400 =1020000. Presuming that they would have got Rs.25 per sqft on the layout for selling the plots, they would have roughly got Rs.1020000 x 25 = Rs.2,55,00,000/-. When such is the case, they should not be making any fuss about this payment and stall the development of the area. It is also understood that they have earmarked Rs.1.34 crores as Amenity funds for this project.
So, what are the ways ahead?
1. Let us all gather ourselves and meet the SO and give a Memorandum signed by all, with a copy to all concerned - the Registrar of Co-op Society, Secretary, Minister concerned and the CM.
2. Give a time period of 4 weeks to solve the issue and if it is not solved by then, stage a dharna before the Society.
3. Call the press and give a wide coverage of the issue.
4. Parallely, we shall also explore the legal ways by consulting a leading Civil Advocate about the possibility of obtaining legal remedy.
Solicit your suggestions.

Let us enrol all the members into Association !
It appears the Association will be convening the AGM in October, 2009. It is quite understandable that people from various walks of life are our members and convening a meeting in short notice is a difficult proposition. However, we have to act fast well before the start of monsoon to clear the waste out of our layout and to consider and if approved, to survey and lay the boundary stones for the plots and plant avenue trees.
We shall all participate in the meeting without fail, when it is convened. Let us also try to enrol all those who have not joined the Association. It seems not even 25% of the members have joined the Association yet. We need more members to join us. Only then our voice would be louder and will be heard by the people concerned. More members will also help in lesser contribution by each one of us.
Let us make a drive for enrolment.
Best wishes,

Precarious state of the Layout
While this is an issue which has been dragging since the time the plots were allotted to us in 2001/2002, we are now forced to tackle another major problem in the form of spoiling the entire layout. It is seen that industrial plastic waste has been dumped in various places of the layout by some unscrupulous elements during the last few months. When this was informed to a couple of office bearers of the Association, it seems from their reaction that they were also aware of it. It's the most unfortunate thing to happen to us and unless we take some immediate steps to set right the issue, our area may also look like a Perungudi or Kodungaiyur dumping yard. This may look a little far fetched as of now. But unless we act immediately, we never know, we may have a waste dumpyard in our layout.
So, what can be done? We have to remove the waste immediately and put a board warning such elements of severe action. This needs immediate attention because in a few weeks, the monsoon will begin in full earnest and it will spread the waste from few places to everywhere of the layout. It would not only spoil the atmosphere there but also affect the market value of our land. Let us all contribute, for our welfare, to the association for taking up this task.
As they say "A stitch in time saves nine", an effective action by us immediately would do a lot of good to us. It would not only save our plots from getting spoiled in the monsoon but would also discourage more such dumping.
For those of you who are away from city, we have taken some photographs of the Layout as on 22nd August 2009 and have posted them here.
We hope atleast those of you who see this blog would wake up and approach the association to take effective steps immediately.
Shall come up with more updates shortly.
Wishing you all the best

AGM held on 21st December, 2008
Annual General Body meeting of the Chennai Ayanambakkam Metro City Plot Owners' Association was held in Corporation Elementary Majakolai Street (Back to Corporation Hospital and near Thiru Vee Ka Park) Pulla Avenue, Aminjikarai, Chennai-29 at 3.00 p.m. on 21st December, 2008. More than 80 members attended the meeting. Considering that many of the members were owning more than one plot and that a start was made just about 10 days back, it was hearty to note that so many people attended the meeting in short notice. The credit goes to Mr.Jayaseelan and Mr.Sridhar, who have taken the efforts to gather the addresses of the members and mailed each one of them and organised the meeting.
In the AGM, the President, Vice-President, Secretary, Treasurer, Joint Secretary and other Executive Members were elected unanimously. Mr.Vasudevan has been elected as the Secretary. Our best wishes to the President, Vice-President, Secretary, Treasurer, Joint Secretary and all the office bearers on their election to the respective posts. They have a tough task ahead of them. There are lot of issues to be resolved in consultation with the Society and the local body right from the issue of water stagnation to the development of the roads and parks and to the local body approval. Let's wish them the best and hope that they would take all out efforts to solve them soon.
It has been resolved in the AGM to charge an admission fee of Rs.200/- per person and subscription amount of Rs.50/- per month (collected for the next 6 months). The admission fee with 6 months subscription totalling Rs.500/- may be paid in cash/local cheque in the name of the association, "Chennai Ayanambakkam Metro City Plot Owners' Association" payable at Chennai and sent to the address of the Assoication - NEW NO.17, OLD NO.25, 5TH CROSS STREET, R.V. NAGAR, ANNA NAGAR EAST, CHENNAI - 600 102.

Welcome Plot Owners !!
Metro City layout is in Ayanambakkam (now called West Mogappair Extension?) very near to 'Golden Treasure' and 'Sky City', self-contained residential towers and a stone's throw away from the newly laid four-lane Poonamalle High Road and about 1.5 kms from the Maduravoyal Bye-pass road. This layout contains about 500 plots of various sizes ranging from 1800 sqft to 6500 sqft with ample space for parks and public purpose sites. This layout was approved by the CMDA in 2003 and was allotted to the members in 2003/2004. This layout is also adjacent to the VGN's Mahalakshmi Layout near Tiruverkadu which has been developed with well-laid tar road and avenue trees.
Though the approval for the layout was given by CMDA in 2003 itself and the plots were registered by the Society in 2003/2004, the development of the site is yet to take off.
This blog has been created to enable the owners of the layout to come together and give their valuable opinion to improve the site and make it one of the better landmarks in the locality. I wish the members contact me in chennai.metrocity@gmail.com and furnish their contact details like mail-id contact phone nos.
The members of the society would have received letter from the society to pay up an amount to the tune of Rs.20/- per sqft for the development of the road /to pay up the local body.
Let us use this forum for expressing our views and suggestions and to take further course of action in a united manner.
Let us come together to create a paradise on earth.
My best wishes to the members once again.
